When I try to open one particular PDF file (Link to that file) I get:
System.FormatException: Input string was not in a correct format.

It's a very rare problem.
I tried a lot different PDFs from different sources, but only two PDFs could not be open because of this problem.

Maybe somebody knows what's wrong with this file?

That file failed the Acrobat test: I opened it with Acrobat, then closed it - and Acrobat prompted to save changes.
So Acrobat found and corrected problems with the file.

The saved file can be opened with PDFsharp (size was reduced by more than 50 %).

The file is corrupted. It's not a bug in PDFsharp.
Adobe Reader ignores the corrupted data and displays the file, PDFsharp cannot (yet) do this.
