I'm afraid I don't get the point (pun intended).
Maybe show a picture or give some explanation.

And we can only show you how to add spacing using MigraDoc directly (without invoking XLST).

With MigraDoc, the border is between cells. There is no way to automatically duplicate the borders to have space between borders.

You can add dummy rows and dummy columns to your table to create that effect: set borders around the "content cells" and leave the "dummy cells" without border.
This allows you to get the effect from your image (lower part).

Hello Again

I have created the dummy cells but for some cell i want to reduce the width & height to let say 0.1mm (if increase the size it is showing the desired result). however the width & height is not change i assume is there any restriction on the minimum width & height like we cannot reduce not more than "X" value.

As you can see in the attached image this is the minimum height i can achieve. however i want to reduce it further . is there any way as giving the height is not working in this case.

Ps: i am talking about the height of dummy row between the two rows with border.

I see you already found this old thread:
http://forum.pdfsharp.de/viewtopic.php?f=2&t=2812

There they say there is a minimum height for dummy rows.

Maybe you can get a smaller height by changing some properties. The font size for the dummy paragraph can be reduced (e.g. "0.01"), the height of the dummy paragraph can be reduced further ("0.02mm").
I'm not sure if Cell or Row have some properties like Margin, Spacing, or such.
