I want to design a template in Word and then use PDFSharp or MigraDoc to populate the Word document using .NET and then output a PDF file. Is this possible with this library?

Yes, it's definitely possible. You'd have to rely heavily on Word's Object Library to pull out pieces of your template (I'm not too familiar with that part of the library - most of my exposure lies within excel). You'd then be able to add sections, text, paragraphs, etc within migradoc depending on these pieces of your template.

It wont be a light lift, though. Best of luck.
